Almotamar Net - Head of the Political Office of the General Peoples Congress (GPC), the Member of the General Committee Abdullah Ahmed Ghanim on Thursday  affirmed  that the GPC vision for moving to develop the political system in Yemen, according to what contained in the draft constitutional amendments, is based on  the basis that the process of transferring from one political system to another system must commit to many conditions the more of important of which is the preservation of the democratic character.

almotamar.net - Head of the Political Office of the General People's Congress (GPC), the Member of the General Committee Abdullah Ahmed Ghanim on Thursday affirmed that the GPC vision for moving to develop the political system in Yemen, according to what contained in the draft constitutional amendments, is based on the basis that the process of transferring from one political system to another system must commit to many conditions the more of important of which is the preservation of the democratic character.

Me Ghanim that the GPC depends in its vision on the fact of no backing down from the democratic accomplishment achieved in Yemen and that democracy is an irrevocable option as it is the choice of the and he future whatever the difficulties were.

He added," We have experimented with other kind of transfer of power under the absence of democracy when the transfer of power was done on board of tanks and it is enough what we have lost in the past and have to define a choice for the future," affirming that the GPC depended on dialogue with others as we considered them as partners in this large Yemeni home.

Explaining the GPC's vision of the political system in Yemen at the conference of political systems under democracies held over two days by the American Democratic Institute, Ghanim affirmed that when the GPC proposes the transfer to the full presidential system it takes into consideration the people's interest, indicating that the awareness of the people in Yemen is closer to the concept of the presidential system. He said," We endeavour to consolidate the system if institutions and the question of the political system is not a party choice; it is rather a people's option. Therefore the GPC leaves this option to the people because the GPC does not rule for itself but for the interest of the people and let's leave the final option the people to choose what they want."

Concerning the local rule system Ghanim said the draft constitutional amendments aim the transfer the local authority to the local rule of broad authorities. That would be reflected positively on the process of development and solve problems of the people. "

Ghanim clarified that the president's initiative stressed the option of moving to the option of two chambers regarding the legislative power so that there will be a parliament and a shoura council and that would achieve a representation of the population and the administration units.

On the allotment of 15% parliamentary seats to the woman as included in the draft constitutional amendments Mr Ghanim said the GPC understands that the subject of the woman participation is a social topic rather than legal but the GPC studied recommendations of Peking Conference and the international agreement s that Yemen has signed and therefore it adopted the 15% choice.
