almotamar.net - The capital Secretariat and all provinces and districts in Yemen witnessed Wednesday internal elections of their local councils. The elections came in implementation of President Ali Abdullah Saleh’s call and in dependence on their local authority law.

At the beginning of the electoral process the heads of administrative units, represented by the mayor of the capital and governors of provinces as well as heads of districts, read the address of the President of the Republic to all members f the local councils in all Yemeni provinces. in his message the President urged to adopt the principle of transparency and clarity in selecting of candidates and the national responsibility in performance and to work with the spirit of one team and to give precedence to electors’ development interests , interest of the administrative units and the national interest to narrow interests or partisan visions.

The President addressed them by saying,” Your meeting has very importance as it comes after three years of the work of the work of the administrative bodies of the local councils whose term is ended in accordance with the law . It is your duty in this meeting to be keen in the good selection of the secretary general and heads of specialized committees from among members of the local councils “

The President also called on all institutions of the local councils to work on carrying out services for the citizens. He has also urged the citizens to assess performance of their local councils and performance of services utilities.

The President acknowledged the difficulties and problems facing the efforts for upgrading the financial and administrative decentralization system in Yemen and the transfer to the local rule system. He added that the responsibility of implementing this strategy is shouldered by the state’s here powers
