Dr Ali Mohammed Megwar was born in 1953 in Shabwa and holding licentiate degree from Algiers University in 1981. Dr Megwar obtained his masters degree from French University in 1987 and his PhD degree in Production Management from the same French University in 1991.

He was appointed Director-General of Barah Cement Factory and he is member of the Higher Studies Committee the Department of Business at the college of Management Science, the University of Aden in the p[period 1990-2000.

He became dean of the College of Management Science, Aden University until 2001and Dean of Oil and Minerals College in the period of 1996-1999. Dr Megwar occupied the post of head of Business Management Department at the Economy College of Aden University (1994-19960.
He was deputy director general of the state Establishment for Overland Transport in Shabwa (1981-2006 when he was appointed minister of electricity.
