Almotamar Net - Vice-President , the 1rst Deputy chairman of the General Peoples Congress GPC and the Partys secretary General Abid Rabeh Mansour Hadi on Tuesday presided over a meeting of the GPCs General Committee that considered many of the issues and recent developments in Yemen , particularly developments of the dialogue between the GPC and the Joint Meeting Parties JMP, terrorist and sabotage acts in some areas of Saada governorate, the town of Zanjibar and some areas of the southern and eastern governorates.

Almotamar.net - Vice-President , the 1rst Deputy chairman of the General People's Congress GPC and the Party's secretary General Abid Rabeh Mansour Hadi on Tuesday presided over a meeting of the GPC's General Committee that considered many of the issues and recent developments in Yemen , particularly developments of the dialogue between the GPC and the Joint Meeting Parties JMP, terrorist and sabotage acts in some areas of Saada governorate, the town of Zanjibar and some areas of the southern and eastern governorates.

With regard to the dialogue with the JMP represented in the parliament the General Committee affirmed that the call of the GPC for dialogue came in commitment to implement the agreement signed in February 2009 upon which the parliament term was extended the elections were postponed for two years pursuant to request by the JMP to which the GPC responded though its vision was clear and declared on holding the parliamentary elections on its set date on 27 of April 2009.

The meeting mentioned that the GPC shouldered its responsibility in carrying out constitutional amendments and extension of the parliament term and worked on convincing the party's cadre, bases, supporters and its allies on the issues that were greed on.

The issues included:
First: providing opportunity for the political parties and organizations and civil society organizations to discuss the necessary constitutional amendments for the development of the political system and the electoral system, including proportional representation,
Second: enabling the political parties represented in the parliament to complete discussion of the topics that had not been agreed on during preparation of amendments of the election; aw and inclusion what would be agreed on in the body of the law,

Third: re-formation of the supreme commission for elections in accordance with the law stipulation.

The GPC was keen on interaction of all with those issues as long as they in line with the homeland's interest and stability.

The General Committee emphasized that the GPC dealt with that in good will thinking it was sealing with institutional political parties entertaining their sense of responsibility and committing to their pledges and agreements. The GPC was the side that took the initiative in calling on the JMP that signed the agreement after the extension of the parliament tenure.
The General Committee made it clear that after the efforts exerted by the 2nd Deputy Chairman of the GPC Dr Abdulkarim al-Eryany the GPC was taken with surprise with new demands and conditions by the JMP for sitting at the dialogue table and that is with the aim of evading from implementing the agreement, included in the JMP letter the GPC received on 13 JULY 2009. The main of those were engaging the secessionist elements abroad, the Houthis, elements of the so-called the movement in addition to the demand for the release of whom the JMP described as political detainees. The GPC dealt with that in responsibility away from outbidding through the message addressed by the 2nd Deputy Chairman of the GPC on 15 July 2009 in which he affirmed keenness of the GPC on the dialogue to carry out what was agreed on and suggested a date for holding a dialogue session. The JMP considered that as summoning rather than dialogue invitation in its letter to the GPC on 19 July 2009, suggesting a date for the meeting on 21 July 2009. Thus a dialogue session was held in which it was agreed that each party would prepare its vision on controls of the dialogue and its mechanisms to be presented at the following meeting on 26 July 2009.

While all members of the committee representing the GPC were present on the fixed date the JMP representatives were absent and instead the Joint Meeting Parties sent a letter in which they repeated the same points that were mentioned in their previous letters and taking the events that occurred in Zanjibar and Saada as an excuse for suspending the dialogue although they know who were the elements that caused fabrication and instigating those events. Nevertheless, the GPC sent to the JMP leadership its vision on mechanisms and controls of the dialogue.

The GPC General Committee confirmed it is not something new for parties of the JMP to fail to keep their promises ; they had previously done that concerning the agreement of principles signed on 18 June 2006 before holding the presidential and local elections , then the JMP carried out the first part of it relating to elections and then refused to carry out the second part relating to formation of the supreme commission for elections and continuing the dialogue on amendments of the elections law and refused all the alternatives submitted on formation of the elections commission .

The General Committee expresses its regret for the JMP continuation of the same policy that it followed in dealing with dialogue as a way for impediment. Each agreement with them pushes them to go further in the process of hampering. The General Committee against the JMP'a attempt to outflank the democratic process and put pressure on time factor in order to impede going on towards making the constitutional and legal amendments and holding thee parliamentary elections in their fixed date. The Committee renews its call on the JMP for dialogue far from creating crises and putting pre conditions that violate what has been agreed on. All know that there is no political prisoner in Yemen and that those behind bars are those who committed acts and practices violating the law and killings and riots.

The General Committee confirms that the national constants of the republican system, the unity and democracy cannot be impinged upon and hopes that the parties of the JMP should convince those whom they request to involve them in the dialogue: the Houthis, elements of the so-called the Movement and the elements present abroad, on the national constants before asking for involving them in the dialogue.

Concerning the terrorist and sabotage acts violating the law in some districts of Saada, in the city of Zanjibar and some areas in the southern and eastern governorates , adopted by the new alliance between al-Qaeda organization and the secessionists and imamates , the General Committee considers those acts as targeting security and stability of the homeland and working for implementing outside agendas and plots and hindering the process of development , investments and fighting poverty and unemployment . It calls on all the forces that ride the wave of terror, violence and secession to bear their national responsibility and stop those practices because they are the first that would get burned in the fire of those acts. It also calls on all local authorities and official institutions to shoulder their responsibilities in establishing security and protection security and peace of the society and to take all measures that would achieve that.
