Almotamar.net - Chairman of he Shoura ( Consultancy) Council in Yemen Abdulaziz Adulghani has stressed the significance of referring the draft constitutional amendments to the parliament because there is not any excuse for postponing it, indicating that not presenting it at present it would not be possible to present it at a later time.
Abdulghani added that there are certain time periods the constitution has fixed them and must be abided by them. The agreement on extending the parliament term for two years between the General People's Congress GPC and the Joint Meeting Parties JMP was for discussion of these amendments.
In an interview to Al-Mithaq weekly newspaper in which he talked about many of important issues and developments in the national arena to b published next Monday , Mr Abdulghani said the parties of the JMP can submit their opinions on he constitutional amendments through their representatives at the parliament when time comes for discussing them, it is also their right , if they want to submit amendments to these amendments or refusing them, let it be at the parliament , as this is a right guaranteed in the democratic system in Yemen. He has made it clear that the amendments would be put for referendum and all would resort to arbitration of the people's will and respect of their decision about them.
Chairman of the Shoura Council queried about the justification of the JMP refusal of the amendments at this time after it was agreed about them with the GPC last February. He wondered about the kind of danger in not presenting the constitutional amendments to representatives of the people at the parliament, indicating that he JMP pretexts for postponing discussion of these amendments until stability of situations and preparation of the climate, as incorrect justifications.
Mr Abdulghani also called on the JMP for the dialogue to carry out what was signed on in February agreement, affirming that the GPC would remain open-minded for that. He has made it clear that the draft constitutional amendments aims to consolidate and develop the democratic pursuit , establishment of the bicameral system for the legislative power , the transfer to the local rule of large authorities , expansion of the people's participation in decision-making and development of the electoral system.
On the other hand the Chairman of the Shoura Council emphasized that the acts of violence happening in areas of some provinces are machinated and illegitimate and have absolutely no justification. He said that he who has demands he can express them by the legitimate constitutional methods and the matter is similar who ants to attain power he has to go to the boxes of free ballot.
