Almotamar.net - Preparatory meetings for the Arab summit are to begin on Monday at the level of permanent delegates to the Arab League (AL) under chairmanship of the Libyan delegate who would be receiving the chair from his Qatari counterpart.

High level Egyptian diplomatic sources pointed out to initiatives to be seen at the summit presented by each of Qatar, Saudi Arabia, Egypt, Syria and Yemen besides a Libyan initiative and working plan dealing with vision of the new chairmanship of the summit on all current issues and challenges and ways of dealing with them.

The sources pointed out that the Arab summit agenda includes 27 articles at the top of which are drawing up a complementary plan for an Arab action for the salvation of Al-Quds, a Yemeni initiative for the development of the joint Arab action and a Syrian initiative for drawing up a mechanism for managing the Arab-Arab differences.

The assistant secretary general of the AL Ahmed Bi Hily has affirmed that the present Arab situations dictate on the upcoming Arab summit scheduled in Libya next Saturday to live to the level and has to come out with decisive resolutions for the reform and development of the Arab League in the light of the submitted initiatives.

The Yemeni initiative calls for transferring the AL from its present situation to a new Arab entity to be called Arab States Union to be in accord with regional and international variables and developments in all political, economic, social, defensive and security areas, it also calls for establishment of new organizational frames such as the Higher Council of the Union composed of Kings, Presidents and Emirs.

It also calls for establishing a permanent parliament, ministerial councils, Arab justice court and preparation of a constitution for the Arab States Union.
